Position Summary:
The Chief Executive Officer is the key management leader of the organization, is accountable to the Board of Directors, and is responsible for: the development and oversight of the leadership team; overall administrative, programmatic, and strategic plans of the organization; and the promotion of PrimeCare’s mission and values.
Duties and Responsibilities
Mission & Strategy
- Exhibit and model, in an exemplary manner, the qualities described in the PrimeCare mission and values statements.
- Responsible for implementation of programs to carry out PrimeCare’s mission.
- In partnership with the Board of Directors, associates and partners, create and implement a strategic plan for the achievement of PrimeCare’s objectives and goals, and regularly review and evaluate the plan.
- Promote PrimeCare’s visibility and influence, and build strong strategic partnerships with community, corporate, and government leaders to further PrimeCare’s mission.
Operations
- Demonstrate and promote effective, visionary leadership of PrimeCare and its operations across all sites, departments, and job functions.
- Ensure adherence to FQHC operational and compliance expectations.
- Establish, execute, and ensure clear lines of authority, accountability, and communication with the Board, all levels of management, and all employees.
- Ensure development of, and adherence to, Quality, Safety and Risk Management goals and improvement.
- Responsible for overseeing medical claims management process in collaboration with the CMO
- Manage the collaborative efforts of the leadership team.
- Participate in the recruitment, interviewing, and hiring of the leadership team.
- Conduct on-boarding and regular performance evaluations on leadership and other direct reports, and participate in orientation of all new employees.
- Recommend or oversee professional development of the leadership team.
Financial Performance
- Responsible for fiscal oversight and management that includes operating within the approved budget, ensures maximum resource utilization, and maintenance of the organization in a positive financial position.
- Provide oversight for the budgeting process.
Board Governance
- Cultivate and maintain a strong, transparent, and collaborative working relationship with the Board, including timely open communications on financial, management, and program progress measured against established goals and objectives.
- Collaborate with the Board, support all Board functions, and ensure Board compliance with federal/state guidelines and regulations, as well as develop and review/revise regularly the succession plan.
- Nurture the ongoing development of Board members and officers.

- Prior electronic health record (EHR) experience necessary.
- Bilingual in English/Spanish preferred.
Physical Demands
1. Must be able to remain in a stationary position 50% of the time.
2. Must be able to move around the clinic site 50% of the time.
3. Constantly operates a computer, computer printer, copy machine, and telephone.
4. Occasionally positions self to maintain exertion of physical strength to move objects of 10 pounds from one level to another.
5. Must be able to transport from one site to another.
6. Must be able to cover other shifts as necessary.
Required Knowledge, Experience, or Licensure/Registration
1. Master’s Degree required in a field of, or related to: Healthcare Administration, Public Health, Behavioral Health, or Business Administration.
2. Minimum of 5 years of experience in a Senior Leadership capacity within a health care environment.
3. Expertise and knowledge of the current healthcare environment and a commitment to stay attuned to evolving changes, as well as familiarity with the patient-centered model of healthcare delivery.
4. Prior experience with Medicare/Medicaid reimbursement, state and federal funding systems, and non-governmental development strategies strongly preferred.
5. FQHC and/or non-profit healthcare experience strongly preferred.
6. Knowledge of, or experience with, graduate medical education preferred.
