JOB SUMMARY:
The Comprehensive Medical and Dental Program (CMDP) is the health plan responsible for ensuring, in partnership with foster care providers, the provision of appropriate and quality health care services for the well-being of Arizona’s children in foster care.
The Department of Child Safety is in search of a CEO with health care administrative leadership experience to oversee its CMDP program. The CMDP CEO will have overall accountability for producing desired health plan results for CMDP in accordance with policies and strategic direction established under the Department of Child Safety.
The integration of behavioral health services with physical health has already begun and this leadership position will pull together the efforts that are underway. Physical and Behavioral Health Chief Medical Officers (CMOs), Quality Management and Chief Operational staff are in place. The CEO will complement these resources in knowledge, skills and abilities as well as leadership style.
The CMDP CEO will oversee the administering of the integrated healthcare services delivery for children in out of home foster care and will be responsible for collaborating with community leaders, state legislative and regulatory leaders, and DCS leadership to drive strategic alignment related to child welfare policy and the overall goals of improving health outcomes for Arizona foster children.
JOB DUTIES:
- Partners and serves as the principal link between health plan activities with community stakeholders, and providers to establish strategic vision, operational plan objectives, and policy to evolve the healthcare delivery system for foster children
- Accountable for the overall health plan service-oriented culture, quality clinical outcomes, and development and management of the health plan’s integrated model of care
- Directs and ensures the effective identification, recruitment, development, and ongoing training on management principles for current and future organizational needs
- Sets clear expectations across teams and holds team members accountable for producing desired outcomes
- Educates the internal leadership team on legislative and regulatory changes
- Develops new business initiatives, implements plan to meet business needs with focus on delivery of timely, quality services through efficient utilization of resources and meeting overall strategic objectives
- Monitors reporting of business outcomes leading counter measure actions to improvement results
- Oversees financial viability of the health plan
- Represents DCS and the health plan in legislative hearings, community and industry activities backing and support of the DCS and health plan policies and initiatives
- Aligns support and cooperation with the stakeholders on issues impacting the health plan
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Knowledge of:
- Medicaid Healthcare Operations Delivery System CSOC (Children’s System of Care) experience preferred
- Leadership and organizational principles, oversight and regulatory methodologies, state government and DCS management practices
- State legislative laws, regulations and rules related to physical and behavioral health care and child welfare
- Principles of financial/budget management
- Principles of managed care

SPECIAL SELECTION FACTOR(S):
Must be able to secure and maintain clearance from the CPS Central Registry.
PREFERRED QUALIFICATION(S):
- Health plan experience with community representation
PRE-EMPLOYMENT REQUIREMENTS:

RETIREMENT:
Positions in this classification participate in the Arizona State Retirement System (ASRS).
