Assists the Senior Vice President of Affordable Housing in the management of Tulsa Housing Authority (THA) Public Housing, Section 8 (Project Based), and Low-Income Housing Tax Credit (LIHTC) properties within the THA portfolio. Assure program operations and staff actions are within Housing and Urban Development (HUD) regulations and Tulsa Housing Authority (THA) policies and procedures. Position involves reviewing quality control reviews of file and reports, as well as, Affordable Housing Operations. Assists in management decisions following the Asset Management philosophy of providing front line services and guidance to property managers in budgetary decisions to ensure each site remains fiscally sound.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Review statistical reports, audits, program activities and other information to evaluate program
effectiveness and quality of service; develops controls to assure accountability for program
operation, policy implementation and the maintenance of efficiency.
Assist in directing all aspects of portfolio asset management including property management, resident selection, marketing, leasing, rent collection, maintenance, budgeting, cashflow, resident services, implementation of policies and performance standards.
Develop and recommend policies which pertain to the administration of the program; provide staff training in LIHTC compliance and ensures that housing management and maintenance staff receives necessary training to enhance the performance of THA properties.
Assist in monitoring the economics of assets by managing revenues responsibly, controlling expenses, long-term planning, internal controls and good office management, as well as monitoring for regulatory compliance with all applicable local, state and federal regulations.
Maximize sustainability of properties while minimizing expenses.
Assist in the development and implementation of operating procedures and policies for all THA properties. Ensure that all policies, procedures and processes are current and consistent with all applicable local, state and federal regulations.
Supervise and manage subordinate staff with responsibility for all program areas; ensure administrative accountability of staff; effectively assure that agency personnel policies are adhered to by staff; responsible for the accuracy of payroll, time/leave reporting/ overtime and mileage logs. Conduct group and individual surveys at each site to evaluate effectiveness of staff.
Direct the determination of resident eligibility and provisions of the applicant and participant appeal process.
Monitors the condition of assigned developments to insure the health, safety, and security of the residents, guests, vendors and employees.
Investigates complaints and handles inquiries from residents and employees regarding all issues relating to the occupancy of the units and related services.
Responsible for achieving and maintaining optimum performance of assigned developments and staff in applicable agency and departmental goals and objectives.
Conduct frequent scheduled and unscheduled site visits to each site to assess quality, quantity and consistency of work produced and recommend corrective action as necessary.
Assist in preparation of budgets, monitor expenditures and provide guidance or technical assistance to site staff.
Review monthly and year-to-date property and portfolio operating performance comparing actual to budget/proforma variances. Recommend methods to reduce variances and improve performance. Coordinate with property management staff to minimize operating deficits.

Assist in the periodic review of property management qualifications and evaluate on-site management personnel and their supervisors.
Maintain effective lines of communication with all staff and internal departments in compliance with management policies and procedures.
Conduct group and individual meetings with residents of each site to evaluate the real and perceived effectiveness of the residential unit maintenance program (evaluation will include quality of work, timeliness of response and treatment of the residents by the management and maintenance staff).
Maintain a high level of technical expertise and currency in Housing and Urban Development (HUD) and LIHTC regulations. Assist in revising and updating housing operating procedures as required.
Conduct business following the companyâs Vision, Mission, Values, Goals, Policies and Procedures.
Actively participate in the management of all THA housing properties and strive to ensure the residents enjoy safe, quality and affordable living.
Prepare required reports for housing programs and ensure all reports are submitted to HUD, THA and other agencies in a timely manner.
Meet with resident associations, service coordinators and THA management to oversee management and maintenance staff’s development and implementation plans to enhance the appearance, maintenance, security and resident compatibility aspects.
Respond to necessary and emergency needs which includes after hour emergencies.
Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Directly supervise 3 to 6 supervisory employees in the Affordable Housing Department. . Assist in conducting performance and operational assessments and making recommendations on the overall direction, coordination, and evaluation of the department. Execute supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include: interviewing, evaluating and making recommendations for hiring, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
