    Summary

    Responsible for the overall management and planning, scoping, development, design, construction, and direction of major civil works and/or vertical construction project or programs. The incumbent applies extensive knowledge, leadership and management in leading the execution of large and complex engineering and science related projects and / or programs. The initial assignment of the selected candidate will likely be management of the Upper Mississippi River Restoration (UMRR) Program.

    Responsibilities

    • Required to integrate sponsor/customer requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations.
    • Control and manage assigned projects budget and schedule assuring that District commitments to the sponsor/ customer are met.
    • Serve as the districts primary point of contact for sponsor/customers and other external agencies on assigned projects and/or programs.
    • Typical construction projects include major training facilities, research facilities, power plants, medical centers/hospitals, national test facilities, or major locks and dams.
    • Typical environmental project assignments include heavy metal sediment stabilization, hazardous landfill closure, or chemical waste containment.
    • Responsible for the development of all required sponsor/customer and Corps of Engineers agreements, leading the negotiation of such agreements on the part of the Corps of Engineers.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • This is an acquisition position. Incumbent will be required to successfully obtain and/or maintain Senior Level III certification in the acquisition career field of Facilities Engineering within 24 months of entry on duty.

    In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     Specialized Experience: At least one year of specialized experience equivalent to the GS-12 in the Federal Government which includes: (1) Ability to lead an interdisciplinary team of professionals through all phases of project and / or program execution (planning, design and construction); (2) Ability to lead engineering programs comprised of multiple projects ranging in size from a few thousand dollars to projects in the billions; (3) Skill in dealing with multiple internal and external stakeholders, including but not limited to local governments, state governments and agencies, federal agencies, NGO’s and non-profit organizations; (4) Ability to lead the resolution of project issues, which may include but not limited to scope, schedule, budget and quality issues; (5) Ability to develop schedules, scope of work, budgets, and program and or project management plans which lay the framework for project execution; and (6) Experience in dealing with flood damage reduction, environmental infrastructure, aquatic restoration, and or navigation project execution, within USACE this is commonly referred to as the Civil Works Projects.
