STARTING ENTRY SALARY: $90,000 – $123,896

GENERAL DEFINITION OF WORK:

Performs difficult professional, technical, and administrative work managing the administration, planning, budgeting, operations and activities of the Buildings and Grounds Division or the Facilities Planning and Property Management Division. Work involves the management of building maintenance, grounds maintenance, mail and courier services, graphic arts and print shop, and custodial services OR the management of leases, energy consumption, the record center and the building facility capital program.

Work is performed under general supervision of the Public Works Director or designee. Supervision is exercised over professional, technical and supervisory personnel; and exercises judgment within established policies and procedures.

TYPICAL TASKS:

General Tasks:
Develops, monitors and coordinates the preparation of the Division’s budget;
Approves Division’s expenditures;
Oversees the development of reports, proposals, and programs for submission to county staff, consulting firms, and other agencies;
Prepares reports, correspondence, and administrative orders;
Supervises, trains, disciplines, promotes, counsels, and recruits and hires subordinate personnel;
Provides direction and guidance to contracted personnel;
Facilitates collaboration and consensus among staff and contractors;
Manages commitment, expenditure, and allocation of funds;
Prepares and implements policies and procedures for Division;
Responds to trackers and prepares Board agendas;
Manages contract administration;
Coordinates and develops research studies, as required.

Buildings and Grounds Division:
Manages the Buildings and Grounds Division comprised of building maintenance, grounds maintenance, mail and courier services, graphic arts and print shop, and custodial services;
Develops, implements, and supervises programs for cyclical replacement and repair programs or major maintenance jobs;
Provides technical assistance to architects and engineers in the planning of new and/or renovations of facilities;
Develops job specifications and contract specifications, check projects for progress, conformance to specifications, and work plans;
Directs and participates in major projects including renovations, remodeling, and new construction;
Inspects buildings to determine need for maintenance and renovations;
Develops record keeping systems, preventative maintenance procedures, and other administrative activities;
Develops, coordinates, monitors and administrate contracts for maintenance, landscaping, custodial, and supply support;

Facilities Planning & Property Management Division:

Manages the Facilities Planning and Property Management Division comprised of multiple major programs;
Manages property and cell tower leases, the energy consumption program, the record center, the warehouse and surplus sales program, and the building facility capital program;
Manages major CIP projects, including expansion and occupancy, renovation and backfill, and construction;
Forecasts and manages annual facility, base and CIP budgets and submissions, to ensure accurately estimated the costs associated with group operations, major construction, space projects to include furnishings, additional leases, and utilities;
Develops work and master plans to ensure accurate projection of future growth and space needs;
Manages and maintains database, computer aided facilities management (CAFM), for all County facilities to include site and floor plans;
Manages lease acquisition and negotiations.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the principles and practices of building maintenance and grounds services, contracted services operations, property management, facility management and planning, space design, and contract administration, as applicable to the position; thorough knowledge of supervisory techniques and practices budgeting; thorough knowledge of administrative policies, practices and procedures; general knowledge of the principles and techniques of developing contractual specifications; thorough knowledge of methods, materials, and equipment used in the repair and maintenance of facilities; thorough knowledge of occupational hazards and safety precautions; thorough knowledge of modern personnel management practices; ability to develop short- and long-term maintenance programs; ability to plan, coordinate and direct the work of others;
understanding of blueprints and use of estimates supporting building renovations and construction; ability to prepare concise and detailed reports;
ability to develop, monitor, and adjust division budget and to monitor expenditures; and the ability to respond to emergency and disaster situations.

Education and Experience

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to a Bachelor’s degree in engineering, architecture, construction management, public administration or a related field; and 3-5 years of experience in building maintenance and grounds services or property and facilities management, as applicable to the position and 2-3 years of supervisory experience.

Must possess a valid operator’s license.
Must pass DMV check.
