General Purpose

The Vice President for Finance and Administration serves as the chief fiscal officer for the College and directs major administrative functions in areas that include financial services, capital improvement financial planning, annual planning and budget development, procurement operations, information technology, human resources, food services and facilities. This position, which reports directly to the President, is responsible for implementing policies and procedures that strengthen the overall operations and effectiveness of the College. This position also serves as a member of the President’s Cabinet and as financial advisor to the President, regularly provides financial reports to the Board of Trustees, and is involved in policy development. Other responsibilities include insurance and risk management, providing annual budget and capital support requests, strategic planning and long-range financial projections, and cost-benefit analysis of programs and services.

Key Tasks and Responsibilities

A. Assures effective use of College financial resources.

1. Develops and oversees the annual and strategic fiscal planning and budgeting.

2. Aligns financial and administrative policies and procedures with the College’s mission, vision, strategic goals and institutional priorities.

3. Continually improves the annual planning, budgeting and evaluation process through the education of College staff with fiscal responsibilities.

4. Maintains compliance, accountability, reliability and accuracy of financial records and reports.

5. Ensures compliance with all regulatory and funding agencies and the standards of accrediting bodies by continuously monitoring operations, programs and physical properties.

6. Recommends policies and develops procedures to strengthen the operation and effectiveness of the College.

7. Implements and monitors adherence to College financial policies and procedures.

8. Informs the President, Board of Trustees and the campus community of College accounting and financial activities.

9. Prepares, presents and conducts analysis of financial statements and other pertinent data.

10. Implements financial accounting and reporting systems and stays abreast of new developments and accounting standards. Ensures that adequate internal controls are in place.

11. Oversees the annual independent audit.

12. Prepares State, Federal and other Financial Reports.

B. Provides management and leadership to the functional areas of the Finance and Administration departments.

1. Coordinates planning and budgeting activities of reporting units to ensure alignment with institutional goals.

2. Monitors departmental unit plans and ensures progress toward the attainment of goals and objectives.

3. Supervises the Business office.

4. Supervises the Human Resources office

5. Supervises Information Technology department.

i. Analyzes organizational needs and implements technical solutions

ii. Directs operations in the execution of technology policies and strategic plan

iii. Maintains and enforce procedures around technology and telecommunications

iv. Manages IT consultants in the areas of systems design, modifications or trouble shooting

6. Supervises auxiliary and support services including the Campus Store and Food Services.

7. Supervises campus Facilities, which includes Maintenance and Custodial services.

8. Performs Annual Planning and Performance Reviews of staff.

9. Works with direct reports to identify professional development needs of managers/directors and support personnel.

C. Performs other administrative duties.

1. Coordinates and reviews proposed administrative contracts and agreements on behalf of the College.

2. Responsible for risk management, property and liability insurance and workers compensation.

3. Ensures that adequate property control systems are in place.

4. Assists with the development of long-range facilities needs and funding strategies.

5. Serves as the executive officer contact for administration and finance inquiries from outside agencies.

6. Participates on a variety of College committees (standing and ad hoc)

7. Completes other duties as assigned.

Master’s degree in business administration, accounting, or related field from an accredited college or university required; also, minimum five years of demonstrated, successful, progressively responsible experience preferably related to the fiscal management of an educational organization and including supervisory experience; significant knowledge of computer applications required.

Overseeing preparation of financial reports and responding to requests from external constituencies and governing boards;

  • Use of information technology and data analytics to assist in planning and assessment of operations;

  • Administrative experience in accounting or fiscal affairs involving budget development and control, preferably in a private higher education setting.
  • In-depth understanding of the financial and operational implications that drive the college’s business.
  • A strong relationship builder and communicator with experience in strategic financial planning and execution, fiscal management and budgeting, and investment management.
  • Ability to generate respect and trust from faculty, staff, and external constituencies.
  • Good interpersonal abilities and communication skills; capacity to get along with diverse personalities; tactful, mature, and flexible.
  • Experience in a broad variety of management areas with demonstrated leadership accomplishments.
  • High energy level, comfortable performing multifaceted projects in conjunction with day-to-day activities; resourceful and well organized.
  • Excellent reasoning and analytical skills; exercises sound judgment.
  • Ability to negotiate contracts with various vendors for the maximum benefit of the college.
