The Right of Way Acquisitions Manager in the Bristol District is responsible for reviewing negotiation reports for compliance with state and federal laws/regulations. This position will recommend approval of offers and administrative settlements to Regional ROW Manager. The selected candidate must strive to resolve conflicts and accomplish settlements. The ROW Manager will lead and administer the Right of Way process by providing effective and efficient management, leadership of, and direction to staff in order to accomplish project milestones. The selected candidate must ensure the Division’s alignment with Agency’s initiatives in order to meet advertising schedules and Federal Obligation Strategies while striving for exceptional customer service and satisfaction.

Minimum Qualifications

Knowledge of Right of Way and Utilities functions to include appraisal, negotiations, relocation, legal and utilities. Knowledge of highway engineered plan development process and plan interpretation. Knowledge of project management procedures. Competence in computer experience and maintaining statuses. Demonstrated ability to communicate and work effectively with diverse groups and manage a complex program. Ability to lead and train others.

Preferred Qualifications

Management level experience. Graduation from an accredited college or university preferred; equivalent experience or training may substitute for degree.
