  • MINIMUM QUALIFICATION REQUIREMENTS: EDUCATIONAL ADMINISTRATIVE SERVICES DIRECTOR

    Education: Graduation from an accredited college of university with a master’s degree in education with specialization in educational administration or any other area of education which included coursework in educational administration.

    Experience: Nine (9) years of responsible professional work experience of which four (4) years shall have been in teaching and five (5) years in school administration, instructional services, and/or educational program planning of which two (2) years shall have involved the supervision of professional personnel.

    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics, instructional methods, materials and evaluation; media and instructional development; information systems in education; systems approach to educational management; characteristics and needs of exceptional individuals; laws, rules, regulations and administrative procedures pertinent to the areas of assignment; principles and practices of supervision and management; research developments, trends and current issues or problems pertinent to the areas of assignment.

    Desired Knowledge: American institutions and contemporary issues; expository writing; principles of communication; public administration and organizational theory, communication, change, and effectiveness; labor management relations in the public sector; public relations; group decision making and interpersonal persuasion; social problems and change.

    Skills/Abilities: Assist in the administration of programs of instructional and student services; deal effectively with federal, state, county and departmental officials to accomplish program goals and objectives; communicate effectively with others both orally and in writing; operate computer and other business machines.

    Desired Skills/Abilities: Plan, organize, and implement assistance to the Assistant Superintendent in the conduct of executive functions through attending to administrative details, analysis, and liaison.

  • Duties and Responsibilities: Under the general supervision of the Assistant Superintendent of the Office of Curriculum and Instructional Design, the Educational Administrative Services Director:
    • Provides leadership for the effective administration, operations, fiscal management, legislative coordination, communication, and program support for the Office. Directs the program administrative process and effective use of resources to support well-rounded student achievement and growth. Participates in the development of coherent school improvement and redesign processes aligned with Department initiatives.

    • Provides leadership oversight to the branch in the development of documents and tools pertaining to the implementation of education programs and technical assistance. Formulates and uses management oversight in areas of staff utilization, operational strategies, personnel selection and performance evaluation. Develops operations priorities and program needs that are accomplished through collaboration within OCID and across divisions. Reviews, critiques and ensures staff accountability for all reports and documents prepared by staff.

    • Reviews research requests and projects undertaken by the Office to inform decision making and meeting the State’s priorities; keeps abreast of new programs, national best practices, evidence-based strategies and studies that support the direction taken by OCID and dissemination of information to staff and the field, as appropriate; coordinates, reviews, and/or prepares testimonies to the Legislature, reports and presentations.

    • Reviews fiscal management of branches and assumes overall management of branch fiscal functions in coordination with OCID Administrative Service Assistant (ASA). Provides leadership in maximizing the use of program funds to support student achievement and school improvement.

    • Engages with other institutions, community, business and agencies; represents the Department as assigned in community groups and organizations.

    • Serves on task forces, program reviews and other committees; attends meetings as requested/required; represents the Assistant Superintendent at functions as requested.

    • Performs other related duties as required or assigned.

  • SALARY RANGE: EOSR-10, $110,155 to $155,938. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $110,155.

  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant’s exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.

  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
