Job Summary

Responsible for overseeing all aspects of application strategy, applications architecture, delivery and support, including Custom-Off-The-Shelf (COTS), Enterprise Platforms, Business Intelligence (BI), Application Development, Integrations and Technical Business Analysis. Responsible for IT-Application team resources, organizational structure, processes and functions necessary to affect this responsibility. Areas of management include technology leadership; value enhancement; application technology planning, delivery and support. Position must collaborate with all IT and business operating units in the organizational planning and implementation of application delivery and support.

Essential Responsibilities


Planning and Strategy

  • Responsible for overseeing all application technology planning, implementation and support to include development of an overall enterprise application architecture, strategy and portfolio rationalization plan, ensuring quality assurance and standards throughout the entire KS application ecosystem.
  • Leads and works collaboratively with business/education units to establish and refine an application ecosystem vision and works with these units to plan and implement initiatives that achieve this vision.
  • Ensure plans, strategies, initiatives, systems, etc. are in alignment with KS’ Strategic Plan, mission, goals and objectives as well as ITD strategic and tactical plans, and operating unit strategic and tactical plans.
  • Establishes a business analysis practice and strategy to ensure technology project planning and support is consistent and aligned throughout KS.


Deployment and Service Support

  • Ensures that all enterprise application systems operate effectively on a day-to-day basis.
  • Identifies and implements technology best practices to improve the value (alignment, operational efficiency, quality and cost-effectiveness) of technology throughout the enterprise application ecosystem.
  • Responsible for the reliability and distribution of technology resources to support KS’ enterprise technology needs.
  • Business Intelligence – Oversees all technical aspects of business intelligence including the development of a long-term BI strategy and roadmap and for managing increasing demand for advanced analytics.
  • Integrations – Oversees the design and development of integration frameworks and integration reference architectures for all applications at KS. Ensures day-to-day integration activities are operating efficiently and effectively.
  • COTS/Platforms/Custom Development – Oversees all aspects of COTS, platforms and custom development including development of an overall strategy to ensure alignment to overall application strategy, and efficiencies across the application ecosystem.


Management

  • Establish prudent policies and procedures to govern the IT-Business Services Department.
  • Supervises administrative and technical operations to include supervising staff; making recommendations for hire/termination; delegating work assignments; reviewing and monitoring the progress of the unit’s work performed; counseling and coaching staff; conducting regular performance appraisals and feedback.
  • Oversees the development and execution of the IT-Business Services budget. Prepares and delivers accountability reports.
  • Actively participates as a member of the IT Director’s Direct Reports Leadership Team.


Position Requirements


Minimum Qualifications
– An equivalent combination of education and experience may be considered in lieu of the requirements listed.

  • Bachelor’s Degree in Computer Information Sciences, Management Information Sciences, Business Management, Engineering, or closely related field .
  • Minimum 10 years of experience in a Senior IT position.
  • Minimum 8 years of management experience.
  • Demonstrated leadership and management skills, including the ability to manage units and programs with vital outcomes and deadlines.
  • Ability to vision, communicate and effect organizational change.
  • Experience with project management methodologies.
  • Ability to support and build teams with emphasis on individual team skills and leadership development.
  • Requires the ability to plan and implement technology and support services that align with the organization’s education strategic goals and will further the organization in its strategic direction.
  • Ability to vision, create and coordinate, implement and synergize multiple organizational strategies.
  • Ability to articulate the organization’s non-education operating units’ technology vision, and frame technology mechanisms and issues in such a fashion that the organization can understand and participate in the planning, and implementation of technology initiatives.
  • Must be able to communicate and collaborate with technical and not-technical staff, Trustees, beneficiaries, students, faculty, alumni, community groups and the Hawaiian community at large.
  • Excellent writing skills to prepare executive management reports for review by the Board of Trustees, CEO, Vice Presidents, Heads and Deans, as well as reports that may be disseminated to the education faculty/staff, students, parents and community.
  • Requires in-depth knowledge of the roles of education technology in large educational organizations.
  • Ability to apply progressive technology practices, such as matrixed project management, outsourcing, co-location, third-party hosting, managed services, off-site development, buy vs. lease, and service level agreements.
  • Ability to create, validate and revise resource estimates and plans relating to the implementation and support of technology. Experience in developing and managing large budgets.


Preferred Qualifications

  • Masters Degree in Computer Science, Management Information Systems or Business Administration
  • Knowledge of information technology systems and concepts which support both business and education
  • Prior management experience developing and supporting applications
  • Experience with programming languages and the applications development life cycle.


Physical and Mental Requirements

  • Frequently sits, perform desk-based computer tasks and grasp light or fine manipulation, talk or hear.
  • Occasionally stand and/or walk, write by hand, and lift and/or carry, push and/or pull objects that weigh up to 10 pounds.
  • Rarely twist, bend, stoop, squat, kneel, crawl, climb, reach or work above shoulder, or grasp forcefully.


Working Conditions (including environmental conditions)

  • This position may involve traveling to various locations, including neighbor islands to conduct business.
  • Work is conducted in an office environment and may require work to be conducted in non-standard workplaces.
  • Work is typically conducted Monday through Friday at normal business hours but may be conducted in evenings and weekends, as necessary.
