    The Assistant Director will be responsible for managing the day to day activity of the staff of the Labor Task Forces, which includes the following:

  • Manage and coordinate business requests requiring the cooperation of Federal, State, and other City agencies.
  • Develop and administer NYCHA’s Five Year Operating Plan for all funding sources (Federal, City and State) in consultation with Directors and the Executive team.
  • Collects and assembles financial data on present and anticipated projects, and prepares
  • reports on these findings.

  • Understand pertinent laws, legislative history, regulations, contracts, compliance requirement documents and management controls to ascertain the purpose, scope, and objectives of the NYCHA.
  • Monitor and forecast energy cost and consumption to help assess its financial implication to the agency
  • Monitor authorized headcount, attrition, salary and overtime expenditures for the agency
  • Review and assess various workforce analyses
  • Determine and assess financial implication in regard to Labor/Workforce subject matter to tracking and maintain Collective bargaining Agreement
  • Provide guidance on various on-going labor issues/disputes/negotiations and other related concerns.
  • Develop/Manage various cost models to assess financial impact including evaluation of cost implication as result of labor agreements/grievances /policy changes
  • Conduct research and labor costing analysis in preparation for collective bargaining and negotiations.
  • Supervise team of budget analysts.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years, of supervisory or administrative experience including handling of business promotion or urban economic problems, at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or

2. A satisfactory equivalent combination of education and experience. However all candidates must have 2 years of managerial or executive experience as described in “1” above.

Appropriate graduate study in an accredited college or university may be substituted for the general experience on a year-for-year basis. All candidates must have a four-year high school diploma or its equivalent approved by a State’s Department of Education or a recognized accrediting organization.

Preferred Skills

  • Strong interpersonal, managerial and organization skills are required.
  • Strong analytical skills.
  • Strong computing skills with working knowledge on
  • o Oracle Financials,
    o Hyperion Financials
    o Microsoft Suite specifically Excel spreadsheet preparation (including Vlookup and Pivot Tables)
    o Database – Ability utilize Access or any other database to analyze large data set of information.
