This position oversees all aspects of the definition, development, implementation and continuous improvement of the nationwide disaster services programs, including preparedness, response and recovery (immediate and long term). Specific activities include strategy, metrics, process definitions, technologies, and workforce training. The VP will be an integral part of the senior leadership team and will provide critical oversight of the management and governance of disaster services; and provide senior level emergency management and organizational leadership during disaster operations at NHQ or in the field (domestically or internationally). Additionally, this leader will develop and implement strategic technology platforms and tools designed to more efficiently serve disaster clients in more efficient, accessible, and effective ways across all programs.
This position reports to the Senior Vice President, Disaster Cycle Services and represents Disaster Services to key stakeholders (internal and external) including the President and CEO, government agencies, donors, clients, volunteers and other nonâprofit organizations. May serve as liaison and represent organization to major national media.
Responsibilities:
- Formulates the strategy to provide American Red Cross Disaster Services programs and organizes the department around an integrated delivery of this strategy. Accountable for defining, developing, supporting and monitoring the core processes and programs of preparedness, response, and recovery for the Red Cross.
- Ensures strategic alignment of preparedness, response and recovery programs with overall doctrine and organizational strategy. Reviews to ensure progress is being accomplished toward overall objectives and there is consistent delivery, quality and growth of programs. Makes change recommendations based on business needs and modifies methodology as required to obtain expected objectives. Ensures compliance with appropriate organization policies and applicable rules and regulations.
- Serves as programmatic business owner for client facing technology initiatives. In that role, and in partnership with IT, will develop and drive strategic plan for the development and implementation of technology solutions for service delivery.
- Integrates disaster priorities with divisional, regional, and chapter priorities toward the development of an integrated disaster services delivery structure that best enables the field to deliver quality services to more of those in need.
- Supports external relations with FEMA and other government and nongovernmental organizations. Represents the American Red Cross at external events. Ensures the department meets and complies with corporate and governmental standards and policies.
- Develops and oversees management of departmental budget; and provides direction to senior managers on the overall human resources responsibilities and activities of one or more functional areas.
- Guides the professional development of all assigned staff and volunteers, engages their creativity and nurtures their sense of involvement and satisfaction.
Qualifications:
- Education: Bachelor Degree or equivalent combination of education and experience in business, public administration, or emergency management. Minimum 15 years related experience including a minimum of 10 years management experience, preferably in a humanitarian organization, NGO or government agency supporting humanitarian efforts. Experience with Emergency Support Functions (ESF) of the National Response Framework, and the Recovery Support Functions of the National Recovery Framework is preferred and highly desired.
- Must have the ability to develop strategies, prioritize and implement initiatives effectively. Demonstrated ability to motivate staff to accomplish objectives in a difficult and rapidly changing environment is required.
- Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. Will travel and participate in meetings and conferences domestically and on occasions internationally. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during period of major disaster.
