The Project Manager is the responsible for the coordination, oversight and execution to agreed schedule of a program and/or assigned project within the Tollway organization. The Project Manager’s primary purpose is to lead the project management related work streams with technical/financial business analytics, documentation, risk management, monitoring and reporting as required to implement new and improve existing operational practices and customer service improvements for the various Tollway initiatives and projects.
Essential Job Functions: Project management

  • Identify and document functional and technical needs for project implementations
  • Implement the scope as agreed upon and guide the project team through the technical and operational stages of the implementation
  • Analyze and triage functional and technical issues throughout the implementation
  • Lead the project team acceptance testing to identify required changes and communicate changes to management and the development team
  • Provide post-launch functional and technical analysis and monitoring until project acceptance is achieved
  • Manage projects with oversight throughout entire execution to ensure success as defined by adherence to standards of scope, budget, and timeline
  • Effectively communicate project status and outcome with multiple internal and external parties

Analytics

  • Model and track system and technology performance analytics
  • Manage project budgets and associated reporting.
  • Develop new and monitor existing performance and contract compliance measures for accuracy and compliance
  • Prepare and communicate reporting of operational and performance statistics

Skills needed include:

  • Strong understanding of business case modeling, principles and practices
  • Ability to develop meaningful, measurable, and actionable performance measures
  • Understanding of database management and data mining techniques
  • Experience with technical process review and business rule development principles and practices
  • Experience documenting requirements specification, such as process/functional design, use case development, process flow diagrams
  • Experience using analytical skills, tools and techniques to investigate information and to draw conclusions and make recommendations for operational improvements
  • Familiarity with project planning tools and techniques
  • Ability to interpret, summarize, and present operational and technical information to management through spoken and written communications in a clear and complete manner.
  • Ability to plan, prioritize, and deliver a variety of projects and multiple tasks in an effective and timely manner; and meet critical time deadlines.
  • Attend, facilitate, and/or lead recurring and periodic meetings within and outside the agency.

Performs other duties and special projects as assigned or required
Qualifications:

  • Bachelor’s degree in Business or related discipline or minimum 5 years technical project management equivalent experience, required. (Master’s degree preferred)
  • Exceptional skills with Microsoft Word, Excel, PowerPoint, Visio, and Project, required
  • Demonstrated skills in two or more of the following areas is required:
    • project management
    • financial analysis
    • technology implementation
    • operations performance analytics
    • customer service performance analytics
  • Experience within a financial, operations, or customer service organization required.
  • Excellent conceptual, analytical and problem-solving abilities.
  • Ability to work effectively in a team environment and provide support in a rapidly evolving environment.
  • Certification in Project Management is preferred. (PMP, PMI-ACP, CAPM)
  • Experience measuring and monitoring technical and/or operational contractor compliance preferred.
  • Experience with implementation and monitoring of back office systems is preferred.
  • Experience in the Tolling Industry is preferred.
  • Technical experience with SAP systems is preferred.
  • Experience with SQL or database querying tool is preferred.
  • Demonstrated self-starter with a proactive approach.
