GENERAL OVERVIEW
As a representative for the SVP/CNO, the Deputy Chief Nursing Officer, (DCNO) works collaboratively with the leadership team of Brigham Health by participating in the strategic planning in the development of innovative, high-quality, clinical programs and initiatives. S/he shares accountability with the leadership team for the institution’s financial performance, patient satisfaction, and promotion of a healthy workplace environment which fosters a just culture of mutual respect and collaboration. With other members of the leadership team, s/he assures that interdisciplinary, professionally competent, compassionate care is provided to patients, regardless of site of care or ability to pay.
The DCNO, through associate chief nurses, departmental executive directors, nursing directors, and administrators, and in collaboration with other vice presidents, directs the activities of direct patient care providers at BWH. The DCNO is responsible for daily operations for the DON. Specific areas of responsibility include Nursing (at all patient care sites). In collaboration with the Associate Chief Medical Officer (ACMO), the DCNO assures delivery of high-quality care with specific emphasis on patient safety.
As DCNO, primary areas of responsibility include assuring that standards of practice are evidenced based and executed in an effective and safe manner, meeting the highest ethical standards. S/he leads and guides all staff members within the department in accordance with fair labor standards, human resource policies, and principles of a just culture, and ensures that that all nursing education and research is conducted with the highest degree of professionalism.
The Deputy Chief Nurse, in collaboration with staff and other leaders, selects, mentors and develops front line nursing leaders and then supports and directs those leaders in the development, implementation and evaluation of standards, policies, programs, and services consistent with the mission of BWH and with the Department of Nursing’s vision and philosophy. As a member of the nursing executive leadership team, the Deputy Chief Nurse participates in the efficient and effective leadership of the department of nursing, and in the development of Patient Care Service’s strategic plan.

PRINCIPAL DUTIES AND RESPONSIBILITIES

A. Leadership and Strategy (Acts on behalf of the SVP/CNO):
1. Provides leadership for the nursing leadership team in order to meet the demands of the future. This includes supporting the leadership team through listening, challenging and influencing to achieve quality outcomes and attain departmental strategies and initiatives

2. Develops vehicles for encouraging communication within and across departments, between nursing and the Massachusetts Nursing Association (MNA), and among nursing and medical staffs/physician leadership and administrative leaders.

3. Participates in formulating the vision and strategic plan of the Department, Patient Care Services and the Organization.
4. Communicates and operationalizes the strategic plan and can link the plan to tangible outcomes
5. Attracts, retains and develops the best and brightest leadership team
6. Establishes and maintains an environment conducive to excellence in patient care and a learning safety culture
7. Establishes and maintains an environment that is supportive of professional nursing practice
8. Promotes inter-professional collaboration
9. Identifies, encourages, and provides mechanisms for staff participation through collaborative governance
10. Ensures that the environment is equipped to respond to a diverse patient population and workforce
11. Provides input into development and implementation of information systems to support patient care
B. Professional Practice Environment
1. Participates in shaping and promoting a nursing culture that recognizes excellence in clinical nursing practice; participatory decision-making around practice issues and the work environment; research and theory-based practice; care delivery systems and human resource development and management.
2. Collaborates in the development of a strategic direction for patient care and the practice of Nursing and collaborates with peers on the implementation of strategies to achieve these goals.
3. Participates in shaping and promoting a nursing culture that recognizes excellence in clinical nursing practice; participatory decision-making around practice issues and the work environment; research and theory-based practice; care delivery systems and human resource development and management.

C. Quality of Care
1. Provides leadership for the development of standards for professional practice and nursing programs designed to facilitate high quality patient care.
2. Leads the development and implementation of methodologies for assuring compliance with patient care standards, laws, regulations, collective bargaining agreements, and the standards and requirements of the various professional organizations and regulatory agencies.
3. In collaboration with nursing, medical, and administrative leadership, leads improvement efforts in clinical areas. Creates, develops and implements strategies to improve the quality of service, quality of patient care and the level of patient and staff satisfaction in all areas of assigned responsibility.
D. Collaborative Relationships
1. Actively builds inter-professional relationships to assure dialogue around patient care and issues to enhance outcome driven patient care.
2. Collaborates with internal inter-professional providers and with other agencies and groups within the community to assure patient care is coordinated across the continuum.
3. Provides leadership to hospital committees.
4. Collaborates with Nursing School clinical faculty and BWH Nursing staff to provide and evaluate clinical experiences with schools of nursing.
E. Financial Planning and Management
1. Determines resources that are needed to meet patient care and quality of work-life goals in collaboration with clinical and administrative leadership team.
2. Collaborates with inter-professional colleagues in developing financial plans for new and existing programs.
3. Leads clinical and nursing management staff in the development and management of capital and operational budgets.
4. Allocates and monitors resources to achieve productivity, customer service and staff development goals.
F. Personnel Management
Provides leadership for:
1. Determining and managing nursing resource requirements and plays an active role in recruitment, retention and development of programs that meet these requirements.
2. The development, implementation and monitoring of performance standards and performance management systems to assure continuous improvement on the quality of service and care.
3. Nursing and clinical management staff in the selection, evaluation, promotion and termination of employees.
4. Pro-active employee relations in all spheres of influence. Ensures staff communication channels are effective and that issues are heard and acted upon.
5. Creates an environment that recognizes, encourages and rewards excellent performance.

G. Professional Education/ Development
1. Facilitates, coaches, encourages and mentors staff and managers in developing the skills and abilities they need to improve their ability to deliver quality patient care.
2. Assure regulatory compliance through staff education.
3. Assures development and implementation of educational programs, which meet the educational needs of staff and offers opportunities to staff.
H. Strategic Planning
Provides leadership for:
1. Use of management information to determine trends, forecasts, and marketing strategies, which have implication for the institution’s operational and strategic direction.
2. The on-going collaboration with medical and administrative staff, routinely participates in the strategic planning process and in designing improvements based on data.
3. Develop and manages an operational plan.
I. Evidenced Informed Practice/Research
1. Provides leadership support for and participates in the development of nursing and other clinical research programs at BWH.
2. Utilizes research findings in developing practice standards and guidelines.
3. Collaborates with colleagues in nursing and other disciplines on clinical research studies.
4. Reviews all research proposals that require Nursing staff involvement to assure the correct support is available and appropriate.
QUALIFICATIONS
Current registration in nursing in the Commonwealth of Massachusetts.

MSN (or) DNP (or) PhD, (or) a BSN with a Master’s degree in a related field, required.
Current certification required or to be attained within two-year period from 10-1-18 or from date of hire after 10-1-18. Certification must be maintained while employed in this position.
Minimum of 10 years of nursing experience.
Minimum of 3-5 years’ experience in nursing administration within an academic medical center (preferred).

SKILLS AND ABILITIES REQUIRED
Provides leadership for the design of delivery systems that assure each patient receives individualized care and service that is consistent with the mission, values and vision of the BWH
Must have broad theoretical knowledge and work experiences that demonstrate:

  • Familiarity with models of professional nursing practice,
  • Management of personnel and fiscal resources in a patient care setting,
  • Program development, implementation and evaluation,
  • Long-range program planning that involves complex decision-making skills.

WORKING CONDITIONS
Work generally occurs throughout the institution. Will require frequent visits to patient care units and occasional visits to community agencies.
SUPERVISORY RESPONSIBILITY
Position may include supervision of assistant chief nursing officer, assistant director, nursing directors, nurse administrators, nursing program directors, professional development managers, and other levels and types of personnel.

Qualifications

QUALIFICATIONS
Current registration in nursing in the Commonwealth of Massachusetts.

MSN (or) DNP (or) PhD, (or) a BSN with a Master’s degree in a related field, required.
Current certification required or to be attained within two-year period from 10-1-18 or from date of hire after 10-1-18. Certification must be maintained while employed in this position.
Minimum of 10 years of nursing experience.
Minimum of 3-5 years’ experience in nursing administration within an academic medical center (preferred).
