Overall Responsibilities:
Selected Construction Managers will travel to disaster-impacted locations to support FEMA in the delivery of the Public Assistance Program. Responsibilities may include:
- FEMA liaison to local governments providing assistance with the application for funding through the FEMA Public Assistance program, which may include:
- Performing damage assessments of public facilities and infrastructure to determine eligibility for FEMA funding and extent of applicable damages in accordance with FEMA policies and procedures and make recommendation on reparability of damaged structures
- Review of damage descriptions and dimensions (DDDs), Scopes of Work and costs. This includes gathering any records, blueprint and other data that may affect funding eligibility
- Ensure all damages have been properly addressed and entered into FEMA’s database
- Project formulation including DDD and SOW development as well as QA/QC reviews
- Conduct detailed estimates utilizing RS Means, CostWorks and FEMA’s Cost Estimating Format (CEF)
- Develop Hazard Mitigation Grant Proposals
- Provide guidance and ensure special considerations and compliance issues have been addressed
Required Qualifications:
- Minimum of 5 years of experience in construction management for complex government, commercial, institutional, and industrial/utility projects
- Demonstrated knowledge of modern construction industry practices
- Working knowledge of codes and standards for construction
- Proficient in computer usage, MS Office (Word and Excel) and Smartphone usage
- US Citizenship is a requirement. Applicants must be willing to be fingerprinted and undergo and pass a rigorous background check to obtain a security clearance
- Must be able to work both independently and in a team environment and under stressful conditions
Preferred Qualifications:
- Experience with construction assessments/inspections,
- Project scope development and cost estimating
- Knowledge and understanding of the FEMA Public Assistance Program
Special Position/Work Requirements
- This position requires all work to be conducted onsite and may require work on weekends. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations.
- All interested candidates must be willing to work for the duration of each disaster assignment. Assignments typically may last up to 12 months with potential for extension
- Situational Awareness: During site assessments, conditions may be austere including prolonged exposure to excessive heat and cold, prolonged sun exposure and no electricity, heat or air conditioning. Other potential risks include air quality issues, standing water, mosquitos, snakes, debris and other potential exposures
- Physical Requirements: Site assessments may require extensive walking and standing for long periods of time; working in small spaces, tunnels and ditches; climbing ladders or stairs; walking/working on uneven surfaces; lifting up to 25 pounds
