CALEDONIA PARKS AND RECREATION DIRECTOR JOB DESCRIPTION

DEFINITION:
Under the administrative direction of the Park Commission, is responsible to manage the development and maintenance of Ola J. Picket Park and associated Facilities; to plan, develop, coordinate and direct a comprehensive program of community recreation, cultural, athletic, social and human service programs; to provide highly responsible, professional and technical assistance; and related work as required.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

  • Direct and participate in the development and implementation of goals, objectives, policies, procedures and priorities for the Caledonia Park Commission.
  • Schedule and track registration events for activities (such as soccer or baseball registration) to include assigning participants to specific teams or groups.
  • Plan, direct and coordinate schedules for activities at the park. This shall include various team practice opportunities, games, tournaments and community functions at the park.
  • Perform field preparation for park activities. This includes striping fields for activities, moving equipment as needed for activities, staging parking and general upkeep needed for park activities.
  • Oversees and manages a workforce of coaches, staff and officials that includes paid and volunteer workers. Will be required to ensure workforce is properly trained for their tasks, arrange payment for work if in a non-volunteer position, and schedule/assign the workforce.
  • Performs public relation duties; responds to complaints; handles rule enforcement, proposes league suspensions to park commission, and enforces league suspensions.
  • Will ensure participation rules and conduct guidelines are established and followed for each park activity in accordance with any organizational guidance required by activity participation. (i.e. Dizzy Dean rules for baseball)
  • Direct, Schedule, and oversee tournaments for sporting activities at the park.
  • Maintain an inventory and accounting of items owned by the Park. Will assign equipment and uniforms to workforce for activities, and will be responsible for ensuring that equipment is returned and accounted for upon completion of that activity. Will request, as needed, maintenance, replacement, and upgrade of equipment from the Park Commission to ensure appropriate and safe equipment is being used by participants.
  • Responsible for upkeep and general maintenance of all park facilities. This includes but is not limited to gazeebos, restrooms, storage facilities, concessions facilities, volleyball court, playground, and more.
  • Will monitor weather to determine delays and/or cancellation of park activities for weather related events; communicating those delays and/or cancellations to the participants and community as required.
  • Will direct and coordinate sponsorships for park activities.
  • Direct and establish procedures for tasks such as: o establishment and maintenance of files and records o the collection of fees and charges; preparation of forecasts of fees and charges

o management of recreation program registration, activity and facility scheduling o management of maintenance records, contract administration and other similar responsibilities as required o management and tracking of equipment purchased by the park, maintaining inventory on all equipment between concession, maintenance, and sports programs.

  • Meets with the Park Commission to assist with the development of budget for Park activities.
  • Prepares reports, provides staff support and/or attends meetings of the Park commission as required.
  • Provides for risk management practices; ensures all safety rules, regulations and procedures are followed; makes sure that employees are trained in safety procedures.
  • Additionally the park director perform all other duties as assigned

KNOWLEDGE/ABILITIES/SKILLS: (The following are representative sample of the KAS’s necessary to perform essential duties of the position)

– Working knowledge of recreation programs and their management; working knowledge of the rules of a variety of sports

– Capability to maintain paperwork such as registrations, equipment inventory, conduct agreement contracts, and provide reports to the park commission as required.

– Ability to organize and direct programs; ability to work night shifts; ability to work weekends; ability to establish and maintain effective working relationships with employees, other agencies, and the public; ability to follow and provide written and oral instructions; ability to communicate effectively, verbally and in writing.

REQUIREMENTS:
– Must be able to obtain CPR Heartsaver with infant certification or equivalent.
– Must be bondable
– Must be able to attend a minimum of 85% of park activities

– Must be able to attend a minimum of 10 Park Commission meetings per year unless excused by the Park
Commission.

– Must be able to lift and/or move up to 50 pounds.

– Must be able to operate equipment required to line fields for sporting activities

– Must possess a valid and appropriate Mississippi Motor Vehicle Operator’s License

– May not coach a team within the park while holding this position

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
Establish and maintain cooperative working relationships with all those contacted in the course of work; ability to enforce regulations with tact and firmness; to explain matters simply and patiently; ability to remain calm during emergencies and when talking to difficult citizens and to deal with people from different cultures diplomatically; to analyze situations accurately and adopt an effective course of action; exercises good judgment at all times; stand for a period of time; walk short to medium distances occasionally; sufficient vision, hearing and stamina to perform the above functions; ability to speak and write clear and concise English. Prepare and present report at public meetings and respond to questions.

Majority of the work will be performed outside in various weather conditions. Noise levels will vary depending on equipment operation. May be required to work around equipment with moving mechanical parts.
