This position provides comprehensive management and direction to the Office of Vital Records (VR) and ensures that VR is in compliance with all applicable legislation and regulations. Ensures that office regulations, policies, and procedures are client focused; continues to improve and enhance the VR system to capture the data required by local, state and federal agencies; performs strategic planning, with assessment of national trends and peer state program initiatives for relevance to Virginia; identifies and pursues resources to accomplish goals; anticipates and resolves difficult or complex management problems; collaborates with others to fully automate and maintain the system of VR; ensures expenditures are managed appropriately; and works to effectively develop and maintain internal and external client/partner relationships. Serves as a spokesperson for the Office of Vital Records. Implement COOP Plan. Occasional travel required. Statement of Economic Interests required.
Minimum Qualifications
Knowledge of business management and/or state government operations; legislative process; employee relations principles; report preparation; relevant federal and state laws, and ways in which technology can enhance the availability and usefulness of information and program performance. Highly effective leadership; diplomacy; and planning skills. Ability to organize and lead a staff in a high volume, customer focused, confidential data environment; communicate orally and in writing to individuals and groups at many educational levels; analyze and interpret data; manage a multi-million dollar budget; delegate assignments; develop proposals and presentations; exercise professional judgment in resolving problems that arise; work both independently and collaboratively with internal and external partners; incorporate relevant data into decision making and program enhancements.
Preferred Qualifications
Graduate degree in public or business administration, public health, health administration, statistics, legal, or related field or equivalent combination of training and /or experience preferred. Considerable experience managing large business operations and presenting at conferences, national meetings, etc. Experience managing vital records operations preferred / or large business operations that was customer focused.
Special Requirements
Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check and E-Verify.
