Summary
The Director of Information Technology (IT Director) reports directly to the Executive Deputy Inspector General/Chief of
Staff (EDIG/COS). The IT Director is responsible for managing and securing the IT infrastructure and systems of the
MTA/OIG, including engineering, operations, and integration of all IT, electronic and tele-communications systems and applications to ensure that MTA/OIG mission and goals are met. The incumbent ensures confidentiality, integrity, availability and security of all IT systems, networks and data for the MTA/OIG. The IT Director manages the IT staff and oversees the coordination and integration of IT equipment and software for on-site and remote users. The IT Director identifies new and emerging techniques and technologies, and assists in promoting and moving forward IT initiatives.
The IT Director is responsible for implementing IT and IT security policies, processes and technologies that are consistent with NYS laws, rules and policies and industry best practices and standards. The IT Director collaborates with other
MTA/OIG stakeholders to establish, coordinate and advance security priorities for the MTA/OIG and serves as the primary liaison to MTA/HQ and other outside agencies and entities for IT matters and policies. This position is eligible for limited tele-working.
Responsibilities
IT Staff and Personnel
Oversee the day-to-day operations of the IT department. Lead, develop and mentor IT and other staff in connection with activities, including establishing training and operating standards, assigning and reviewing work, evaluating performance and handling disciplinary actions. Analyze workflow, prioritize assignments and set deadlines. Conduct staff meetings and communicate operational status and relevant information to staff.
Perform quality reviews and ensure efficiency and effectiveness of all IT systems and programs prior to implementation.
Communicate clearly and effectively, both orally and in writing, to explain complex concepts to users with varying experiences and backgrounds. Interact effectively with MTA/OIG staff and outside individuals, including the public, providing excellent customer service and resolving difficulties efficiently while complying with regulations, rules and procedures.
Establish mechanisms to promote awareness and adoption of best security IT practices.
Evaluate the IT needs and uses of the MTA/OIG. Develop and implement an IT roadmap for individual department needs, objectives, capabilities, and anticipation of future requirements. Develop and propose solutions and procedures to resolve IT deficiencies and accomplish IT objectives. Develop, maintain and update
MTA/OIG web-based and social media platforms to ensure up-to-date information and accessibility for user groups.
Review and evaluate the IT security program and oversee implementation of improvements for all IT technologies employed by the MTA/OIG.
Conduct and coordinate security risk and vulnerability assessments of planned and installed IT systems to identify weaknesses, risks and protection requirements. Utilize standard reporting templates, automated security tools and cross-functional teams to facilitate security assessments. Document results of security assessments, in writing, and undertake the correction of any security deficiencies.
Ensure the effectiveness of security systems for hardware, software, networks, data, physical property and equipment and maintain up-to-date inventory records for these items. Define controls and monitoring procedures to ensure availability of critical systems, and minimize service disruptions. Manage IT requirements of the office’s disaster recovery and Continuity of Operations Plan (“COOP”) and ensure periodic testing and planned updates.
Plan, manage and control IT budgets, expenditures and property and procurement activities in consultation with the EDIG/COS. Define metrics and processes to validate the benefits and value of proposed solutions to drive decision making for potential technology investments.
Management
Meet and collaborate with MTA/OIG Executive and Management staff, including the IT Committee, to determine
IT needs, emerging industry trends and recommend viable solutions and upgrades.
Develop presentations, data and technical briefings on information technology topics for MTA/OIG staff.
Establish and ensure effective training in system use and capabilities. Remain current and ensure that MTA IT staff remains current regarding emerging technologies and their ability to interface with MTA/OIG IT systems.
Comply with all MTA/OIG and NYS policies and procedures regarding IT, ethics, security, procurement, inventory, human resources, internal control guidelines and confidentiality requirements. Demonstrate sound ethics and good judgment at all times; Display a careful and deliberate approach in handling confidential information in any and all contexts.
Qualifications
1. Bachelor’s Degree in Information Systems or Computer Science preferred and a minimum of 10 years’ experience in increasingly responsible management positions. A Master’s Degree or professional certification in related fields, such as cybersecurity, is a plus.
2. Excellent leadership and interpersonal skills with extensive experience in supporting and securing a Windows
Active Directory network environment, demonstrated support skills of iOS devices, including the support of mobile devices in a networked environment. Experience in Microsoft O365 is required.
3. Superior organizational and time management skills are required as well as the ability to empower staff to manage IT systems with minimal supervision.
4. Progressively responsible professional and administrative experience supervising staff and administrative functions related to the planning, application, operation, integration and maintenance of computer systems.
5. Experience in troubleshooting and resolving operational and systems-related problems
6. Experience with planning, installing, maintaining and upgrading computer systems and applications.
7. Progressively responsible experience in evaluating and determining IT needs and planning to implement systems, operating systems, server architecture, workstation products, Local Area Networks (“LANs”) and Wide
Area Networks (“WANs”).
8. Demonstrated experience with data communications security and privacy techniques, designing effective information technology subsystems and developing appropriate programs.
9. Proficiency in maintaining multiple IT systems using different programming languages and operating systems.
10. Good understanding of technical architectures, automation, disaster recovery and business continuity plans.
11. Experience in designing, implementing and maintaining IT system networks with robust remote capabilities.
