General Purpose

Under administrative direction, plans, directs, coordinates, and administers the County’s network, computer, database, storage, and communications infrastructure; oversees all information technology (IT) projects; establishes goals and strategies and develops information technology direction, projects, and vision; directs the project management for all County departments; prepares and implements departmental budget; participates with all communication projects; and performs other administrative support functions as directed by the County Manager.

Minimum Qualifications

Education and Experience:

  • Bachelor’s Degree in Information Technology, Computer Sciences, Public Administration, Business Administration, Mathematics, or related field and eight years of significant experience in the development and administration of complex, multi-platform information technology systems that includes direct responsibility for managing operations, programs and services, integration responsibilities with vendors and contractors, familiarity with cell tower issues, budget/fiscal management, strategic planning, and policy development, that includes four years of staff supervisory and budgetary responsibility; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

  • Valid New Mexico driver’s license or ability to obtain a valid New Mexico driver’s license within 30 days of hire.
  • Other licenses and certifications may be required within a specific period of time after hire.


SUPERVISION RECEIVED AND EXERCISED:

Position reports to the County Manager and exercises supervision over lower level staff.

Essential Job Functions

  • Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
  • Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the assigned unit/area and all related staff and takes appropriate corrective action when necessary; provides general advice and counsel to staff; develops developmental work plans for staff; and recommends and implements corrective actions, discipline and termination procedures as appropriate/necessary.
  • Provides day-to-day administrative and operational oversight of the Information Technology department functions; manages the projects, personnel, and department direction; ensures County information technology and communication needs are met; meets with the County Manager to determine overall IT direction; prepares and manages daily County-wide IT projects; and manages the day-to-day operations including invoice review, contract review, signatures on official documents; preparation of request for proposals, and requests for information.
  • Prepares a variety of reports, metrics, white papers, service level agreements, and proposals; ensures all services, procedures and policies are documented and kept up-to-date.
  • Prepares annual department budget including assessing County’s technological needs and associated costs; and participates in yearly budget review process.
  • Evaluates helpdesk operations to ensure effectiveness and efficiency of services; works with IT and helpdesk staff to ensure proper scheduling of service tickets.
  • Reviews payroll and time accounting; and conducts weekly staff meetings to exchange information and/or discuss projects and issues.
  • Evaluates new technologies, services, and equipment that could help propel the County forward in regards to future needs or assist in becoming more efficient.
  • Works with department administrative staff in determining project priority, creation of projects, and assesses when, where, and how to facilitate these projects.
  • Determines the training needs of staff; evaluates the training that is currently being undertaken; and reviews for future training, certifications, or other training needs.
