JOB PURPOSE: The primary responsibilities of this position are to serve as construction manager and lead all construction related activities for the assigned projects and employees including personnel management and planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following but are not limited to the job specifications contained herein. Additional duties or job functions that can be performed safely may be required as deemed necessary by Harbor Group Management Company.

· Lead all construction related activities for assigned portfolio of Harbor Group Management Company owned and managed assets.

· Monitor direct reports’ work for compliance with schedule, budget, quality, safety and overall conformance with contract documents.

· Provide guidance for negotiating with contractors regarding value engineering, design, schedules and contract language.

· Plan, coordinate, and provide leadership in the execution of various construction projects

· Attends progress meetings with Construction Managers and perform site visit at frequency sufficient to ensure that projects meet the investment objectives.

· Recommend policy and procedure improvements and standardize best practices and departmental tools across the group.

· Prepare and produce updated reports to various interested parties concerning the construction project goals, progress, schedules, budgeting, etc.

· Execute pricing exercises, generate take-offs and quantities for work, develop detailed estimates for small & large projects, administer individual / special projects, and interact and communicate with organizational stakeholders (Investment Managers, Acquisition Managers, Directors of Operation, Community Managers, Service Managers, Architects, Design staff, Accounting Staff)

· Lead various due diligence inspections – assess property conditions, estimate repair and construction costs, mark-up site plans with work locations, create DD reports and projected budgets, assess landscape and drainage conditions, take and publish photos of work examples and produce written summaries of overall property attributes. Develop capital budget for each due diligence assignment.

EDUCATION & EXPERIENCE: Bachelor’s degree in construction management, construction/building science, engineering, business management or architecture and design preferred; Minimum 7 years of Multifamily construction management experience; and experience in the construction field in new construction, renovation and rehab, and development, in the multifamily renovation/value add sector. Minimum 5 years’ personnel management experience.
