Technalink is looking for Sr. Level Project managers that can provide high-end systems engineering and integration products and services, data analytics and software development to national Civilian and military intelligence customers.

Responsibilities:

Contract Functional Lead for the Policy, Governance, & Compliance Team Serve as Functional Lead for the contracts 18-person Policy, Governance, and Compliance team supporting the client’s Enterprise Planning and Management contract. Provide thought leadership, Subject Matter Expertise (SME), and management expertise to improve the efficiency and effectiveness of both the customer’s organizational and agency Chief Information Officer (CIO) enterprise business functions for Information Technology (IT), Information Assurance (IA), and Information Management (IM).

Duties include:

  • Providing critical review of new directorate and CIO policy directives and instructions, technical directives, and CIO notes, providing oversight of the policy development process to identify improvements that include greater agency compliance once policies are enacted. Also oversees the process to obtain CIO waivers to IT, IA, and IM policies;
  • Seek improvements to the directorate and enterprise IT, IA, and IM governance processes and forums in support of the directorate and agency Management Control Program. Duties include oversight of the annual review and update to the directorate and CIO’s Governance Plan and Statement of Assurance, as well as governance of the agency Corporate IT Product List and waiver process;
  • Provide oversight and SME support to team members executing agency Information Assurance workforce compliance initiatives, ensuring agency Government and contractor personnel assigned to positions that require Cyber Security and IA certifications, to include privileged users, have captured their security credentials on an annual basis;
  • Provide oversight and SME support to team members executing the agency Privileged User program, aimed at ensuring accurate tracking, reporting and annual approval of all Agency Privileged Users;
  • Provide oversight and SME support to team members working with Agency Inspector General staff conducting individual audits/inspections, as well as the annual Federal Information Security Management Act (FISMA) audit, Financial Statement Audit (FSA), and Statement on Standards for Attestation Engagement #18 (SSAE #18) audit. The team’s duties also include tracking and reporting of audit findings and corrective action plans until closure by the IG;
  • Serve on the contract’s Enterprise Planning and Management leadership team to support collaboration across the other functions performed on the contract, to include Strategy Development, Architecting, Investment Planning/Portfolio Management, Process Metrics and Improvement, and Corporate Support. The contract currently has approximately 77 FTE. Subcontract PM Serve as the Subcontract Program Manager (PM).

Duties include:

  • Responsible for the day-to-day management of the contract including staffing, financial management, and reporting.
  • Responsible for providing contract and corporate information and insight to the contract team of SMEs.
  • Foster a collaborative environment and positive working relationship across the contract and provide leadership and mentoring to the team. Support their professional growth and development.

Required Qualifications

  • IC experience
  • Requires BA/BS with 10 years of experience with at least 4 years of management level responsibility. Incumbent has specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas.
  • Certifications related to functional responsibilities, such as but not limited to Information Technology Infrastructure Library (ITIL), Project Management Professional (PMP)
  • Incumbent has specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas, including Policy development and coordination, Governance and Management controls, Audit and Inspection processes and finding remediation, FISMA, IT Compliance, Hardware and Software logistics and procurement
  • Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility
  • Ability to relate professionally with senior Government customers and colleagues * Strong written and verbal communication skills

Desired Qualifications

  • BS or MS in Science, Technology, Engineering, or Mathematics
  • Knowledge and understanding of Intelligence Community IT Enterprise (IC ITE) service offerings, architectures, and service adoption
  • Understanding of agile project management methodology and experience with Atlassian JIRA application for planning, tracking and managing customer requirements and workflow
  • Experience supporting multi-agency IT initiatives with responsibilities in strategic planning, architecting, policy, governance, or portfolio management
