Project Manager – Tank Integrity

Position Description

Accountability

Position reports to the Manger, Tank Integrity; ensures regulatory compliance for above ground storage tanks for Products Pipeline tanks

Primary Roles & Responsibilities

• Manage air quality inspections of above ground storage tanks to demonstrate compliance with EPA and local air quality district rules and regulations.
• Manage inservice above ground storage tank integrity inspections per API 653 and STI SP001.
• Work closely with Environmental and Operations to ensure timely reporting of air quality deviations.
• Prepare for and participate in internal audits and regulatory audits from DOT or air agencies.
• Manage/track tank data in company database to ensure regulatory compliance.
• Collaborate with Operations, Scheduling, Environmental and Business Development to develop schedule for performing tank inspections.
• Prepare the annual budget for inservice inspections and repairs for tank integrity.
• Review financial commitments and expenditures, ensure maintenance of accurate forecasts, and report on monthly project performance reports.
• Manage contractors to repair any minor deficiencies found during inspections.
• Ensure tank inspection and repairs are documented per regulatory requirements and Kinder Morgan requirements and that they are being maintained, organized, and can be accessed for future reference as needed.
• Consistently maintain and demonstrate a high regard for personal safety as well as the safety of employees, the general public, and company assets.

• Job level will be determined based on experience and industry knowledge.

Position Requirements

Education

• Bachelor of Science degree in Engineering, Environmental Science or related discipline, or equivalent work experience.

Experience/Specific Knowledge:

• Must have practical working experience in design, operation, inspection, maintenance and/or repair of above ground storage tanks.
• Must be knowledgeable in API 653 standard.
• Must be able to interpret air quality district rules and regulations and develop inspection program to meet requirements. Similar experience with this task is a plus.
• Must be knowledgeable in DOT Part 195 regulations related to operating above ground storage tanks.

Certifications, Licenses and Registrations:

• Must be able to obtain and maintain a Transportation Workers Identification Card (TWIC). Must possess and maintain a valid motor vehicle operator’s license and a driving record satisfactory to the company.
• Candidate will be required to clear a drug screen and complete a background check after an offer has been extended and prior to being employed.

• Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook is required.
• Must be accountable to and take direction from leadership, keep required work schedules and follow work rules.

Physical Demands:

• Must have the ability to perform sedentary to light work, exerting up to 20 pounds of force occasionally, or constantly lift, carry, push, pull or otherwise move objects. Reach overhead for items, stoop, bend and twist while working. Other physical activities include seeing, fingering, grasping, feeling, talking, hearing and performing repetitive motions. Visual acuity requirements include color, depth perception and field of vision necessary to prepare and analyze data, operate and computer and read.
• Must have the ability to climb tank stairs and walk over uneven surfaces at field facilities.

Working Conditions:

• Must be willing and able to work in a corporate office environment.
• Must be willing and able to work outside in the plant environment, in all types of climatic conditions.
• Occasional travel to other field or corporate locations may be required depending on nature of ongoing work activities (approximately 20% to 25%). Most of the assets are located on west coast.
• Subject to PHMSA compliant drug testing program.
• Must be willing and able to carry a cell phone and to respond when contacted.
• Must maintain a readiness to receive calls and respond to emergencies on a 24/7 basis and participate in emergency response calls
