Overview

The Program Administrator/Project Manager will serve in a key leadership role in Louis Berger Services’, Inc. (LBS) Infrastructure Asset Maintenance (IAM) practice. The Program Administrator/Project Manager will serve as cross-functional resource across business development, project operations, and business administration.

Responsibilities

The Program Administrator/Project Manager will be a part of a leadership team responsible for the successful execution of projects, proposal development, and client satisfaction as directed by the Florida Director. The position is a strategic leadership position supporting market growth initiatives in the west and central Florida region with transportation clients. In this cross-functional role, the Program Administrator/Project Manager will lead and support initiatives across the business unit to include business development, managing project teams, implementing processes, and serving as a subject matter expert in transportation management. Duties and responsibilities fall into the following categories, while performing other duties and responsibilities as assigned by management.

Operations Management – Contract & Project Execution
  • Create, develop and lead a safety culture at the project level with a focus on zero accidents and injuries.
  • Responsible for profit & loss responsibility for project(s). Work with the Florida Director to develop profitable maintenance strategies geared toward meeting client expectations and contractual requirements.
  • Monitor client satisfaction with LBS performance, report to management, and disseminate for use in proposal and marketing efforts.
  • Guide the work of project staff by clearly articulating vision, functions, goals, processes, operating parameters and staff accountability.
  • Meet all performance requirements of the project including MRP and AMPER.
  • Develop a maintenance work plan and various project plans yearly to accomplish all work needs.
  • Foster relationships with key vendors, subcontractors and partners. Establish and maintain standard systems, metrics, and reports for measuring subordinate project operations, to include Key Performance Indicator (KPI) dashboards for safety, quality, compliance and profitability.
  • Disseminate best practices, leverage contract terms and conditions, spread peer knowledge across projects and develop project leaders.
  • Implement the Quality Management Plan and support strongly its use to meet customer expectations.
  • Communicate regularly with subordinate employees as well as LBS management on the status of operations.
  • Provide oversight for additional projects as directed by the Florida Director.

Business Development, Client Engagement and Program Administration
  • Manage client relationships to position Louis Berger for success on proposals.
  • Develop relationships with third-party stakeholders (vendors, subcontractors, local government, non-profits) to form advantageous teaming arrangements.
  • Participate in client visits, industry events and project reviews.
  • Assists with marketing materials, conferences, speaking engagements, etc. Participate in professional societies and associations, conferences, tradeshows, webinars, industry events, client/ prospect visits, company/ supplier registrations within defined region.
  • Lead proposal sections or activities as assigned.
  • Maintain “big picture” market awareness of asset management industry, competitors and clients.
  • Serve as a transportation subject matter expert and force multiplier to WSP’s existing transportation engineering and consulting practice. The position may be called upon to provide advisory support services to projects in the state of Florida and nationally.
  • Plan, develop, and implement strategy for the Tampa region to win new contracts and to meet organizational performance plans.
  • Work directly with management, project staff, technical experts and other firms to develop and respond to new proposal opportunities.
  • Support all aspects of the proposal process, including, but not limited to: RFP/RFQ requirement analysis, technical writing, pricing approach, and team reviews.
  • Support and attend pre-bid meetings, award kick-offs and debriefs as required.
  • Serve as a leader in the Infrastructure Asset Maintenance business unit by leading initiatives, improving systems and processes, developing new concepts, and improving operational effectiveness and efficiency across the state of Florida.

Qualifications

  • Must have a bachelor’s degree in engineering, construction management or related field. A master’s degree in business administration or engineering with a Professional Engineer (PE) license is preferred.
  • Fifteen (15) years of progressive experience in transportation construction, engineering, or maintenance.
  • Demonstrated experience in managing or administering commercial or government asset management programs.
  • Experienced leader with a diverse skillset and ability work internally and externally to motivate teams, engage with clients, serve as a subject matter expert, and develop new business opportunities.
  • Demonstrated experience in a broad range of responsibilities to include contract management, quality control/quality assurance, financial management, safety, planning, client management, etc.
  • Willing to travel as needed for project/client requirements and ability to collaborate with project teams while working remotely, i.e. from home office or field.
